Chulamanee Chartsuwan is the 9th Secretary-General of the Colombo Plan (2026–2030), an intergovernmental organization promoting economic and social development across the Asia-Pacific region. She brings over four decades of distinguished experience across bilateral and multilateral settings in diplomacy, international economic cooperation and management, sustainable development, and multilateral negotiations.

A Fulbright Scholar, Chulamanee holds a Bachelor of Arts with First Class Honors from Chulalongkorn University, a Master of Science in Foreign Service with distinction from Georgetown University, and a Master of Arts in International Business from Webster University, Leiden Campus.

During her 38-year career in Thailand’s foreign service (1984–2022), she held senior diplomatic posts across four continents — the Netherlands, Singapore, Belgium, the United States, and Sri Lanka. Notable appointments include Ambassador/ Deputy Permanent Representative of Thailand to the United Nations, Ambassador to Sri Lanka and Maldives, and Deputy Permanent Secretary overseeing ASEAN, APEC, and UN portfolios. She was also Thailand’s Chief Negotiator for the EU–Thailand Partnership and Cooperation Agreement (PCA), successfully concluding landmark negotiations.

Following retirement, she served as Senior Expert and Chief Negotiator for the Indo-Pacific Economic Framework for Prosperity (IPEF), leading Thailand through negotiations with 13 Indo-Pacific nations, culminating in the signing and ratification of four IPEF agreements in 2024.

She subsequently served as the Advisor to Thailand’s Minister of Foreign Affairs (2025–2026), until her appointment to the Colombo Plan.

Among her honors, she was decorated Chevalier des Arts et des Lettres by the French Government in 2005.

Currently, she still serves on the Executive Committee of the Asia-Europe Foundation (ASEF) as Thailand’s Governor and holds leadership roles in The Siam Society under Royal Patronage.
