CHEM Srey Oeun is the Head of Corporate Affairs at Smart Axiata and a passionate advocate for sustainable development, gender equality, and youth empowerment. With more than a decade of experience across NGOs, education, research, think tanks, and the private sector, she brings a unique blend of policy, sustainability, and stakeholder engagement expertise. She holds a Master’s degree in Social Policy and Social Development from The Hong Kong Polytechnic University.
Throughout her career, Srey Oeun has championed environmental protection, youth leadership, and women’s empowerment. She was named WWF Cambodia’s Tiger Ambassador in 2010, contributed to the Young Eco Ambassador program as one of its pioneering trainers, and later became Cambodia Country Leader of the YSEALI Women Leadership Alumni network.
As one of the youngest female leaders serving on Smart Axiata’s Senior Leadership Team, Srey Oeun actively advances diversity, equity, and inclusion within the organization and beyond. She has supported initiatives such as Plan International’s “Girl Takeover”, creating opportunities for young women and girls to build confidence and leadership skills. She has also helped integrate women’s empowerment and child protection principles into Smart’s sustainability agenda, ensuring these priorities are embedded across the company’s social impact programs and stakeholder partnerships.
In recognition of her leadership and contributions to Cambodia’s development, Srey Oeun was featured in Cambodia Leadership Review’s “50 Khmer Women Voices” by Cambodia Investment Review, highlighting her role as a leading voice for responsible business, sustainability, and inclusive leadership in Cambodia.
